Resolution

Phone provider Socket had an outage that caused the PRI (circuit that provides external inbound and outbound calls) to go down.  The provider outage lasted a short period, but required equipment provided by them on premise to be rebooted, which took about an hour to determine.  Internet circuit also provided by Socket was not affected.  Internal calls and communication to the BOC was not affected.
