Technical Summary

Issues reported were very slow connections to internal services and internet.  Pings from Yuma to Colorado or St. Joe varied in latency(45ms - 500ms) and packet loss(10%-40%).

Resolution

Cause of the outage was a fiber cut on the Spectrum circuit.  Services failed over to the backup ISP.  The backup ISP is capped at a low bandwidth and was not able to handle the amount of traffic needed to go through for BOC services and other traffic.  Once Spectrum fixed the issues on their end, we were able to fail back over to them in order to restore all services.  We are still working with contacts at our secondary ISP to find why we were capped so low.
